中国“双碳”标准化建设发展状况与对策分析

摘要: 气候变化是21世纪人类社会面临的共同挑战，“双碳”目标的提出是党中央统筹国内国际两个大局作出的重大战略决策。标准是经济活动和社会发展的技术支撑，是降碳目标的约束手段，是绿色低碳转型升级的基础工具，在实现“双碳”目标中起重要作用。论文通过对ISO、IEC和SAC已发布和正在制定的“双碳”相关标准现状进行系统分析，提出了中国“双碳”标准化发展存在的主要问题，并针对性提出了发展对策建议，以期为加快中国“双碳”标准化建设助力，为实现中国“双碳”目标提供决策参考。

Abstract: Climate change is a common challenge facing human society in the 21st century. The proposal of the“double carbon” target is a major strategic decision made by the central committee of the communist of China (CPC) to coordinate the domestic and international situations. Standards are the technical support for economic activities and social development. The constraints for carbon reduction targets, as a basic tool for green low-carbon transformation and upgrading, play an important role in achieving the “double carbon” targets. This paper combs and analyzes the status quo of “double carbon” related standards issued and being developed by ISO, IEC and SAC put forward the main problems in the development of China’s “double carbon” standardization. The paper puts forward countermeasures and suggestions, to help accelerate China’s “dual carbon” standardization construction and provides decision-making reference for realizing China’s “dual carbon” goal.
