开放型经济新体制构建的 理论发展、问题挑战与风险防控

摘要: ［摘 要］深入探讨了中国开放型经济体制提出的时代背景，系统梳理了中国特色开放型经济理论的理论基础、演进与发展。当前，中国经济进入新的发展阶段，推动更高水平对外开放已成为必然要求。但是，中国仍然面临着创新能力有待提升、协调性不足、绿色理念有待加强、共享性不够、经济存在安全隐患以及国际规则话语权仍需加强等一系列问题。面对能力缺口和百年未有之大变局，文章依据中国特色开放型经济理论进一步提出了针对性建议，以期有效防范开放风险，推动中国从开放型经济大国发展为开放型经济强国。

Abstract: This article delves into the historical background of China’s open economic system and systematical‐
ly reviews the theoretical basis, evolution and development of China’s characteristic open economic theory.
Currently, as China’s economy enters a new development phase, moving towards a higher level of openness
has become an imperative requirement. However, challenges such as the need to enhance innovation capabili‐
ties, lack of coordination, the need to strengthen green concepts, insufficient inclusiveness, economic security
risks, and the need to amplify China’s voice in international rules still persist. Facing capability gaps and a
major global transformation unseen in a century, the article, based on the theory of China’s characteristic open
economy, further proposes targeted recommendations to effectively guard against opening risks and propel
China from a large open economy to a strong one.
