韩国产业银行支持国家支柱产业战略转型的经验与启示

摘要: 韩国产业银行做为资深的政策性金融机构，历时70年，支持并见证了韩国的经济腾飞。在韩国的经济不断走强的过程中，政策性金融机构的核心功能不仅没有弱化，还在某种程度得到强化。无论是1998年东南亚金融危机、2008年金融风暴，还是后疫情时代经济放缓，韩国产业银行在经济低迷期逆周期的操作对稳定国内经济、及时推动国家支柱型产业转型发展均起到了中流砥柱的作用。试从历史的纵向比较分析韩国产业银行在经济低迷期所做的努力，剖析政策性金融机构在现代经济中所起的不可替代的弥补“市场失灵”的作用；试从韩国的政治体制、财政与金融关系等顶层设计等角度细致分析政策性金融机构在何种背景，何种约束条件之下会有效地发挥其应有的功能。进而反思，从中可以得到的政策性金融制度创新的启示。

Abstract: As a senior policy-based financial institution, Korea Industrial Bank has supported and witnessed its economic take-off for 70 years. In the process of South Korea’s economic strengthening, the core functions of policy-based financial institutions have not weakened, but also strengthened to some extent. Whether it was the Southeast Asian financial crisis in 1998, the financial storm in 2008, or the economic slowdown in the post-epidemic era, the countercyclical operation of Korea Industrial Bank in the economic downturn played a pivotal role in stabilizing the domestic economy and timely promoting the transformation and development of national pillar industries. To analyze the efforts of Korea Industrial Bank in the economic downturn and the irreplaceable role of policy financial institutions in making up the "market failure" in the modern economy of the policy financial institutions from the perspective of history and the comparison. Then reflect on the enlightenment of policy-based financial system innovation.
