档案馆融入政府数据治理的策略研究——以澳大利亚国家档案馆的政府数据治理政策体系为例

摘要: 文章采用案例分析法，从战略依据、参考指南、标准要求以及实践布局四个方面对澳大利亚国家档案馆的数 据治理政策体系进行调查与分析，发现澳大利亚国家档案馆融入政府数据治理蕴含三大要义：档案馆主导的多元主体协 同参与机制、文件档案属性与数据内涵有机融合以及文件档案管理融入政府数据治理体系。基于此，结合我国实际情况， 提出档案馆从政策体系层面融入我国政府数据治理的启示：基于主体协同推动档案馆融入政府据治理；立足国内环境实 现文件档案与数据的内涵互补；聚焦治理能力引导文件档案管理融入政府数据治理。

Abstract: Using a case study approach, the article investigates and analyzes the data governance policy system of the National Archives of Australia (NAA) from four aspects: strategic rationale, reference guidelines, standard requirements and practical layouts, and finds that NAA's integration into government data governance has three major aspects: multi-subject collaborative participation mechanism led by NAA, the organic integration of records and archives attributes and data connotation, and the integration of records and archives management into the government data governance system. Based on this, and taking into account the actual situation in China, we propose the inspiration for archives to integrate into China's government data governance from the policy system level: promoting the integration of archives into government data governance based on the synergy of subjects; realizing the complementary connotation of records and archives and data based on the domestic environment; focusing on governance capacity to guide the integration of records and archives management into government data governance.
