百年大党基层嵌入式发展的递嬗逻辑及启示——学习贯彻党的二十届三中全会精神

摘要: 党的二十届三中全会提出要深化党的建设制度改革，而基层党建革新是夯实党的长期执政能力的基础。始终重视和不断加强基层组织建设是中国共产党百年来由小到大，由弱到强，由胜利走向胜利的谜底。从“党支部建在连上”开始，中国共产党开始探索出一条嵌入式基层发展道路。一百年多来中国共产党嵌入式基层发展经历了初步探索、框架构建、横向嵌合、体系融合等四个阶段，在此过程中历炼出一系列独特的主体、体制与环境相互嵌套的适应性共演机制。这些机制对于推进国家治理体系和治理能力现代化，形成守正创新的中国特色发展模式具有重要意义。

Abstract: The Third Plenary Session of the 20th CPC Central Committee proposed to deepen the reform of the party building system, and the grassroots party building reform is the foundation of consolidating the long-term ruling ability of the party. Always attach importance to and constantly strengthen the construction of grass-roots organizations is the answer to the riddle of the Communist Party of China from small to large, from weak to strong, and from victory to victory in the past hundred years. From the beginning of the "Party branch built on the company", the Communist Party of China began to explore an embedded grassroots development path. For more than 100 years, the development of the embedded grassroots of the Communist Party of China has experienced four stages: preliminary exploration, framework construction, horizontal Mosaic, and system integration. In this process, the Communist Party of China has developed a series of unique adaptive co-evolution mechanisms with mutual nesting of subjects, institutions and environments. These mechanisms are conducive to the modernization of the national governance system and governance capacity and the formation of a development model with Chinese characteristics.
