国内专精特新“小巨人”企业培育经验及启示

摘要: 当前，专精特新“小巨人”企业的培育已成为各级党委政府培育新质生产力、强化国家战略科技力量、提升国际竞争优势、以科技创新推动产业创新、培育壮大科技领军企业、推动经济高质量发展的重要工作。本文围绕东中西部地区的“专精特新”培育政策进行研究，以专精特新“小巨人”企业培育效果突出的浙江省、湖北省、重庆市为样本，梳理其长期以来培育专精特新“小巨人”企业的举措，为我国专精特新“小巨人”企业的培育工作提供经验借鉴，为构建新发展格局和实现制造强国的战略目标提供新动力。

Abstract: Currently, the cultivation of specialized and innovative ‘little giant’ enterprises has become an important task for Party committees and governments at all levels to cultivate new quality productive forces, reinforce national strategic scientifi c and technological strength, enhance international competitive advantage, promote industrial innovation with scientific and technological innovation, cultivate and strengthen leading scientific and technological enterprises, and boost high-quality economic development. This paper focuses on cultivation policies for specialized and innovative enterprises in eastern, central and western regions, based on the samples of Zhejiang Province, Hubei Province, and Chongqing with outstanding cultivation effect of specialized and innovative ‘little giant’ enterprises, and sorts out their long-term measures to cultivate specialized and innovative ‘little giant’ enterprises. The purpose is to off er useful experience for the cultivation of specialized and innovative ‘little giant’ enterprises in China and provide new impetus for building a new development pattern and realizing the strategic goal of a manufacturing power.
