RCEP背景下云南鲜切花出口的机遇与挑战分析

摘要: 花卉产业作为云南省重点发展产业之一，对云南经济发展、增加农民收入具有巨大推动作用。2023年6月2日，《区域全面经济伙伴关系协定》(RCEP)对15个成员国全面生效，为推动我国新一轮经济发展提供了新契机，云南花卉出口也迎来了前所未有的发展机遇。云南如何抓住这一机遇，促进鲜切花技术突破、产业升级从而扩大出口成为亟待解决的问题。本文基于云南鲜切花的出口现状及RCEP成员国对鲜切花的需求量，并结合RCEP规则，分析RCEP协定下云南鲜切花出口面临的机遇和挑战，最后提出相关建议，以期促进云南鲜切花出口。

Abstract: As one of the key industries in Yunnan Province, the fl oral industry plays a signifi cant role in promoting the economic development of Yunnan and increasing farmers' income. On June 2, 2023, the Regional Comprehensive Economic Partnership (RCEP) came into full eff ect for its 15 member countries, providing a new opportunity to propel China's new round of economic development. Yunnan's fl oral exports have also encountered unprecedented development opportunities. How Yunnan seizes this opportunity to promote breakthroughs in fresh-cut fl ower technology, upgrade the industry, and expand exports is an urgent issue to be addressed. Based on the current situation of Yunnan's fresh-cut fl ower exports and the demand from RCEP member countries, combined with RCEP rules, this article analyzes the opportunities and challenges faced by Yunnan's fresh-cut fl owers under the RCEP agreement. Finally, relevant suggestions are proposed to facilitate the export of Yunnan's fresh-cut fl owers.
