自贸区建设机遇下口岸联动创新发展的现实基础及实现路径分析——以霍尔果斯 - 阿拉山口为例

摘要: 自由贸易试验区是党中央为有效应对新时代国际贸易规则变化及新常态下国内经济转型发展需要，以开放倒逼改革的制度设计。中国(新疆)自由贸易试验区作为全国第22个自贸试验区、西北沿边地区首个自贸试验区，发挥着“五口通八国、一路连欧亚”的独特优势，对推进我国更高水平对外开放有重要战略意义。本文依托新疆自贸区建设机遇，探索以霍尔果斯片区为牵引带动阿拉山口联动创新发展新模式，从战略意义、现实基础及实现路径三方面进行论证。

Abstract: Pilot free trade zones are an institutional design by the CPC Central Committee to drive reform through openness in order to eff ectively respond to the changes in international trade rules in the new era and the needs of domestic economic transformation and development under the new normal. As the 22nd pilot free trade zone in China and the fi rst one in the northwest border area, the China (Xinjiang) Free Trade Pilot Zone has fully leveraged its unique advantages of "five ports connecting eight countries and one passage linking the Eurasian continent", which holds considerable signifi cance for promoting China’s higher-level opening up to the outside world. Relying on the construction opportunity of the free trade zone, this paper discusses a new model of coordinated innovative development of Alashankou driven by the Horgos area and demonstrates it from three aspects: strategic signifi cance, realistic basis, and realization path.
