Research on Xi Jin-ping’s Important Discourse on The Party’s overall leadership over financial work
摘要: 2023年中央金融工作会议首提“建设金融强国”战略目标,党的二十届三中全会进一步就“深化金融体制改革”作出一系列前瞻性、系统性部署。新时期新征程,如何将党的领导贯穿于金融改革与高质量发展始终是决定中国式现代化事业成败的关键。有别于以往研究中将“坚持党的全面领导”视为习近平金融思想的重要组成部分,本文创新性提出“习近平关于党管金融重要论述”的理论命题,认为党的领导必须统率金融工作全局,突出“政治性”、体现“权威性”、践行“人民性”。进一步地,本文将习近平关于党管金融重要论述的核心思想凝练概括为“五个不”,即“合理驾驭资本不变色,常态化金融反腐不退缩,市场化改革取向不动摇,金融风险防控不松懈,现代金融监管不失位”,并提出下一阶段贯彻落实的要点和方略。
Abstract: In 2023, the Central Financial Work Conference first proposed the strategic goal of "building a financial power", emphasizing "taking the path of financial development with Chinese characteristics". How to put the leadership of the Party through financial reform and high-quality development in the new era and new journey has always been the key to the success of Chinese path to modernization. Unlike previous studies that have regarded "adhering to the comprehensive leadership of the Party" as an important component of Xi Jinping’s financial thought, this article innovatively proposes the theoretical proposition of "Xi Jinping’s important discourse on the Party’s management of finance", believing that the Party’s leadership must lead the overall financial work, highlight "governance", reflect "authority", and practice "people-oriented". Furthermore, this article condenses and summarizes the core ideas of Xi Jinping’s important discourse on the Party’s management of finance into the "Five Nos", namely "rational control of capital without changing color, normalization of financial anti-corruption without retreat, unwavering market-oriented reform orientation, unwavering financial risk prevention and control, and modern financial supervision without losing its position", and proposes the key points and strategies for implementation in the next stage.
