新常态下江苏消费和产业双升级机制研究

摘要: 消费与产业“双升级”的助推力，是新常态下实现经济高质量发展的重要保障。文章分析江苏省消费结构与产业结构之间的发展规律。一方面，从结构状况、整体状况与均量状况三个考察指标判断苏南、苏中、苏北消费升级情况。另一方面，从生产效率、创新能力与产业协调度三个指标考察江苏省三大区域的产业升级情况。通过耦合度分析研究三大区域的消费升级与产业升级的协调程度。研究认为，苏南、苏中、苏北的消费升级与产业升级的协调度在2020年有下降趋势，且三大区域间存在较大差距，经济发展新常态下时代需在引导消费与产业复苏的同时，持续促进产业和消费“双升级”的同步促进与错位提升。以科技创新为抓手，加强区域团结互补合作。借助新基建，扩大内需多方协同，统筹规划新基建，形成自我主导产业明显、差异发展鲜明的地区产业联盟，以期推动三大区域间的消费与产业结构双升级的良性互动。

Abstract: The "dual upgrading" of consumption and industry is an important guarantee for achieving high-quality economic development under the new normal. This paper analyzes the development law between consumption structure and industrial structure in Jiangsu Province. On the one hand, the consumption upgrading of southern Jiangsu, central Jiangsu and northern Jiangsu is judged from three indexes: structural condition, overall condition and average quantity. On the other hand, this paper examines the industrial upgrading of three regions in Jiangsu Province from three indexes:
production effi ciency, innovation ability and industrial coordination degree. Through the analysis of coupling degree, the coordination degree between consumption upgrading and industrial upgrading in three major regions is studied. The study shows that the coordination degree between consumption upgrading and industrial upgrading in southern, central and northern Jiangsu has a downward trend in 2020, and there is a large gap among the three major regions. Under the new normal of economic development, it is necessary to continuously promote the simultaneous promotion and dislocation improvement of "dual upgrading" of industry and consumption while guiding consumption and industrial recovery. Focusing on scientifi c and technological innovation, we will strengthen regional unity and complementary cooperation. With the help of new infrastructure, we will expand multi-party coordination in domestic demand, make overall planning for new infrastructure, and form regional industrial alliances with obvious self-dominant industries and distinctive differential development, so as to promote benign interaction between consumption and industrial structure upgrading
among the three major regions.
