广东省人力资本与产业结构空间优化互动的实证研究

摘要: 本文选用广东省21个城市2013—2022年面板数据，利用空间计量模型对广东省人力资本水平与产业结构之间的空间关联进行分析。结果显示：考察期人力资本水平和政府调控并不利于广东省产业结构水平优化，而经济开放度、基础设施和金融支持则呈现出显著正向影响。最后，本文提出了针对不利因素与有利因素不同影响的政策建议。一方面，强调差异化教育、行业导向培养、灵活用工等措施，以促进更为平衡和可持续的产业结构升级；另一方面，提出整合产业政策、拓展合作和强化基础设施建设以最大程度地发挥各项因素的积极作用，实现产业结构的升级和优化。这些发现和建议为深入理解广东省人力资本与产业结构互动提供了有力的理论支撑和政策指导。

Abstract: Based on panel data from 21 cities in Guangdong Province from 2013 to 2022, this paper employs spatial econometric models to analyze the spatial correlation between human capital levels and industrial structure. The results reveal that human capital levels and government regulation during the observation period are not conducive to the optimization of the industrial structure in Guangdong Province, while economic openness, infrastructure, and fi nancial support exhibit signifi cant positive impacts. Finally, policy recommendations addressing diff erent impacts of adverse and favorable factors are proposed in this paper. Emphasis is placed on measures such as diff erentiated education, industryoriented training, and fl exible employment to promote a more balanced and sustainable upgrade of the industrial structure. Additionally, it is proposed to integrate industrial policies, expand cooperation, and strengthen infrastructure construction to maximize the positive effects of various factors and achieve the upgrading and optimization of industrial structure. These fi ndings and suggestions provide strong theoretical support and policy guidance for a deeper understanding of the interaction between human capital and industrial structure in Guangdong Province.
