“双循环”格局下服务贸易开放赋能经济高质量发展的研究

摘要: 畅通国内国际双循环是基于经济高质量发展需求做出的战略决策，而走实服务贸易开放之路是在新形势下推动经济高质量发展的重要抓手。贸易的自由化、数字经济的发展与商业存在方式的扩张为促进我国服务贸易的发展带来了新的机遇，但同时我国服务贸易发展也受到不均衡的服务贸易格局、较低的制造业服务化水平与高要求的国际经贸规则制约。因此，我国应强化比较优势、培育薄弱优势、发展数字服务贸易来优化服务贸易结构；应对标国际贸易规则，深化中日韩服务贸易合作并逐步扩大国际合作范围；应与国际法律接轨，积极推进国内法律体系改革；应统筹开放与安全，积极预警开放的同时可能带来的风险扩大问题。

Abstract: Smoothing the domestic and international dual cycle is a strategic decision based on the needs of highquality economic development, and taking the road of opening up service trade is an important starting point to promote high-quality economic development under the new situation. The liberalization of trade, the development of the digital economy, and the expansion of commercial existence have brought gratifying opportunities to promote the development of China’s service trade, but the development of China’s service trade is also restricted by the unbalanced pattern, the low level of manufacturing servitization and the high requirements of international economic and trade rules. Therefore, China should strengthen comparative advantages, cultivate weak advantages, and develop digital service trade to optimize the structure of service trade; to deal with the standard international trade rules, deepen the cooperation of service trade among China, Japan, and South Korea and gradually expand the scope of international cooperation. China should be in line with international law, actively promote the reform of the domestic legal system, realize coordinated openness and security, and actively warn about the possible expansion of risks while opening up.
