论完善党的自我革命制度规范体系应正确处理的五对关系

摘要: 系统观念是具有基础性的思想和工作方法，契合对党的自我革命制度规范体系进行整体优化的实践需要，为完善党的自我革命制度规范体系提供科学的方法指引。以系统观念完善党的自我革命制度规范体系，应理顺体系内部各个要素之间的互动关系，使其在分工协同中发挥系统效应。一是正确处理正式制度与非正式制度的关系，立“明规矩”与破“潜规则”双管齐下，增强党的自我革命制度规范的权威性和执行力。二是正确处理激励性制度与约束性制度的关系，以激励与约束并重原则为指引，均衡配置激励性制度和约束性制度，推动党的自我革命制度规范体系实现激发活力与维持秩序双重目标。三是正确处理核心制度与配套制度的关系，把完善和落实民主集中制作为完善党的自我革命制度规范体系的核心环节，以重点突破带动党的自我革命制度规范体系整体发展。四是正确处理反腐败领域党规与国法的关系，把党规与国法衔接协调贯穿于不敢腐、不能腐、不想腐，释放党的自我革命制度规范体系的腐败治理合力。五是正确处理制度内容的稳定性与灵活性的关系，推动完善党的自我革命制度规范体系与深化党的建设制度改革同频共振，坚持用改革精神和严的标准管党治党，增强党的自我革命制度规范体系的适应性和有效性。

Abstract: The system concept is a basic ideology and working method, which meets the practical needs of the overall optimization of the systems and regulations for the Party’s self-reform, and provides scientific method guidance for the implementation of the important deployment of "improving the systems and regulations for the Party’s self-reform" made by the Third Plenary Session of the 20th Central Committee of the Communist Party of China.To improve the systems and regulations for the Party’s self-reform under the guidance of the system concept, we should straighten out the interactive relationship between various elements within the system, so that it can play a systematic role in the division of labor and coordination.First, it is necessary to correctly handle the relationship between the formal system and the informal system, adhere to the two-pronged approach of establishing "clear rules" and breaking "unspoken rules", and enhance the authority and enforcement of the regulations for the Party’s self-reform.The second is to correctly handle the relationship between the restrictive system and the incentive system, take the principle of "equal emphasis on incentives and constraints" as the guide, balance the allocation of the incentive system and the restrictive system, and promote the systems and regulations for the Party’s self-reform to achieve the dual goals of stimulating vitality and maintaining order.The third is to correctly handle the relationship between the core system and the supporting system, regard the improvement and implementation of democratic centralism as the core link in improving the systems and regulations for the Party’s self-reform,and promote the overall development of the systems and regulations for the Party’s self-reform with key breakthroughs.Fourth, it is necessary to correctly handle the relationship between intra-party regulations and national laws in the field of anti-corruption, and make the connection and coordination between intra-party regulations and national laws run through the process of not daring to be corrupt, not being able to be corrupt, and not wanting to be corrupt, so as to release the effectiveness of the systems and regulations for the Party’s self-reform for corruption governance.Fifth, it is necessary to correctly handle the relationship between the stability and flexibility of the content of the system, promote the improvement of the systems and regulations for the Party’s self-reform and deepening institutional reforms related to Party building at the same frequency and resonance, persist in managing the party and governing the party with the spirit of reform and strict standards,to enhance the adaptability and effectiveness of the systems and regulations for the Party’s self-reform.
