补齐货运铁路短板与构建现代物流体系——基于陕西的实践与探索

摘要: 本文对陕北地区、关中地区、陕南地区货运铁路现状进行分析发现，货运铁路对陕西全省经济高质量发展支撑不足、“公转铁”推进整体滞后、陕北货运铁路运输体系不完善、服务关中城市群的铁路物流体系建设滞后，并深入剖析其原因，提出了加快推进国家物流枢纽和流通支点城市建设，构建公共货运平台，优化调整运输结构，有力推动物流降本增效和“公转铁”目标实现的总体部署，以期实现陕西货运铁路高质量发展。

Abstract: This article analyzes the current situation of freight railways in the Northern Shaanxi, Guanzhong, and Southern Shaanxi regions. It finds that freight railways provide insufficient support for the high-quality economic development of Shaanxi Province, with overall progress in the promotion of "public transport to rail" lagging behind. Additionally, the freight railway transportation system in Northern Shaanxi is incomplete, and the development of the railway logistics system serving the Guanzhong urban agglomeration is also delayed. The article further analyzes the reasons behind these issues and proposes strategies to accelerate the construction of national logistics hubs and circulation support cities, build public freight platforms, and optimize and adjust the transportation structure. These measures aim to effectively reduce logistics costs and improve efficiency, while achieving the goal of promoting "public transport to rail," ultimately driving the high-quality development of Shaanxi’s freight railway sector.
