马克思主义认识论视角下国防科技创新新型举国体制的实践范式研究

摘要: 国防科技创新新型举国体制是社会主义市场经济条件下利用国家力量集聚资源、完成重大国防科技任务的组织模式。传统举国体制在中国国防科技攻关的实践过程中，积累了政府规划组织的丰富经验，但对市场的关注不够。因此需要“大量吸收间接经验”，总结资本主义国家的“举国体制”做法，实现“有效市场”和“有为政府”的有机结合，健全社会主义市场经济条件下的国防科技创新新型举国体制。本文在马克思主义认识论指导下，解析国防科技创新“举国体制”的理论内涵和运行机制，从“决策层-组织层-保障层”出发总结国际经验，并基于中国国情提出健全新型举国体制的实践路径：强化统一决策管理，实现团结协作的集体攻关，加大保障激励力度。

Abstract: The new national system of national defence science and technology innovation is an organizational model for using national power to pool resources and accomplish major national defence science and technology tasks under the conditions of the socialist market economy. During the practice of China’s national defense science and technology research, the traditional national system has accumulated a wealth of experience in government planning and organization, but has not paid enough attention to the market. Therefore, it is necessary to “absorb a lot of indirect experience”, summarize the practice of “national system” in capitalist countries, and realize the organic combination of “effective market” and “active government”. To realize the organic combination of “effective market” and “effective government”, and to improve the new national system of national defense science and technology innovation under the conditions of socialist market economy. Under the guidance of Marxist epistemology, this paper analyzes the theoretical connotation and operation mechanism of the national defense science and technology innovation system, summarizes the international experience from the perspective of “decision-making layer - organization layer - guarantee layer”, and puts forward the practical path to improve the new type of national defense science and technology innovation system based on China’s national conditions. It also puts forward a practical path to improve the new national system based on China’s national conditions: strengthening unified decision-making and management, realizing united and collaborative collective research, and increasing the strength of protection and incentives.
