新型举国体制赋能新质生产力的机理与路径

摘要: 发展新质生产力，关键在前沿颠覆性技术突破。新型举国体制是社会主义市场经济条件下关键核心技术攻关的重要组织模式，是推动新质生产力发展的重要体制保障。当前，面对关键核心技术“卡脖子”、大国博弈日趋激烈的严峻形势，必须着眼实现高质量发展和高水平安全的统一，聚焦新质生产力发展的现实要求，探寻新型举国体制赋能的机理与路径。新型举国体制的核心是“党的全面领导—创新主体协同—市场和政府结合”三位一体，关键是“前沿科技突破—生产要素高效配置—现代化产业体系建设”三者并重，重点是突破“核心技术创新的主体协作有待增强、要素高效配置的政企关系亟需理顺、传统产业结构升级的政策措施亟待完善”等现实障碍，以创新主体密切协同打造科技引擎，以“有效市场”和“有为政府”有机结合夯实要素支撑，以积极有效的规划政策建强产业载体，筑牢新质生产力发展的新型举国体制保障。

Abstract: The key to the development of New Quality Productive Force lies in the breakthrough of cutting-edge subversive technologies. The New National System is an important organizational model for key core technology research under the conditions of the socialist market economy, and an important institutional guarantee for the development of New Quality Productive Force. At present, in the face of the critical core technology “neck”, the increasingly fierce situation of the big country game, we must focus on realizing the unity of high-quality development and high-level security, focusing on the development of the New Quality Productive Force to explore the mechanism and path of the New National System of empowerment. The core of the New National System is the trinity of “comprehensive leadership of the Party - synergy of innovation subjects - combination of market and government”, and the key is “breakthroughs in cutting-edge science and technology - efficient allocation of production factors - construction of modernized industrial system”. The key is “cutting-edge scientific and technological breakthroughs - efficient allocation of production factors - construction of modernized industrial system”, and the focus is to break through the real obstacles such as “the main body of core technological innovation needs to be strengthened, the relationship between the government and enterprises needs to be rationalized for efficient allocation of factors, and the policies and measures for upgrading the traditional industrial structure need to be improved”, so as to build a scientific and technological engine with the close coordination of the innovation body. The focus is to break through the real obstacles such as “the main body of core technological innovation needs to be strengthened, the relationship between government and enterprises needs to be rationalized, and the policy measures for upgrading the traditional industrial structure need to be improved”, to build the science and technology engine through close coordination of the main body of innovation, to strengthen the support of factors through the organic combination of “effective market” and “competent government”, to strengthen the industrial carriers by the positive and effective planning policies, and to build a New National System guarantee for the development of New Quality Productive Force.
