江苏跨境电商综试区联动发展机制研究

摘要: 本文从跨境电商载体建设——跨境电商综合试验区入手，研究江苏跨境电商综合试验区在新发展阶段，如何充分发挥跨境电商综合试验区政策红利优势，强化江苏跨境电商综合试验区的内、外区域联动机制，调动先发地区先进优质要素资源转移到“飞入地”，从而最大限度地放大跨境电商综合试验区改革创新溢出效应，与其他经济功能发展区开展多区联动，建立优势互补、资源共享、协同创新的联动发展机制，实现江苏跨境电商综合试验区高水平建设，为全国跨境电商综合试验区发展贡献江苏创新联动方案，旨在为探索区域联动发展的整体格局和联动规律，发挥区域联动辐射效应进而实现区域经济协调发展提供重要的理论依据。

Abstract: Starting from the construction of integrated pilot zones for cross-border e-commerce, its carriers, this paper analyzes, in their new development stage, how those in Jiangsu Province maximize the policy advantages, strengthen the internal and external regional interconnection mechanism, and mobilize the relocation of advanced factors and resources from first-mover areas to those who embrace enclave economy. In this way, they will maximize the spillover effect of reform and innovation, advance interplay with other economic functional development zones, and establish an interconnected development mechanism featuring complementary advantages, resource sharing and collaborative innovation. Thus, Jiangsu will accomplish high-level construction of integrated pilot zones for cross-border e-commerce, and contribute its innovative interconnection solution for those nationwide. The paper aims to provide an important theoretical basis for exploring the overall pattern and interconnection law of regional interconnected development, giving full play to the radiation effect of regional interconnection, and thus realizing the coordinated development of regional economy.
