跨境电商赋能产业带出海的理论机制、现实困境与实现路径研究

摘要: 跨境电商作为对外贸易发展的新业态，依托国家和地方政府出台的一系列扶持政策，正逐步成为我国外贸高质量发展的重要力量。跨境电商运营成本的不断上升，对跨境电商转型升级和模式创新提出新的要求。“跨境电商+产业带”模式在数字经济与实体经济融合发展方面发挥着重要作用。本文基于跨境电商和产业带协同发展的视角，剖析了跨境电商在推动产业带制造模式升级、实现产品创新、拓展外海市场和提升物流履约效率等方面赋能产业带出海的理论机制，并针对跨境电商赋能产业带发展过程中同质化竞争突出、产业带主体运营能力不足、跨境电商与产业带协同较弱、复合型人才不足等方面的现实困境，提出了可行的实现路径。本文提出以下实现路径：推进产业带企业数字化转型，加快产品创新；提升产业带企业跨境电商经营能力；完善跨境电商产业带服务生态；健全人才培养与供求调节机制，以期为跨境电商赋能产业带发展提供理论参考。

Abstract: As a new form of business in the development of foreign trade, cross-border e-commerce, relying on a series of support policies issued by the state and local governments, is gradually becoming an important force for the high- quality development of China's foreign trade. The rising operating costs of cross-border e-commerce have put forward new requirements for its transformation and upgrading, and model innovation. The "cross-border e-commerce + industrial belt" model plays an important role in the integrated development of the digital economy and the real economy. Based on the perspective of the coordinated development of cross-border e-commerce and industrial belts, this paper analyzes the theoretical mechanism how cross-border e-commerce empowers industrial belts to go global in promoting the upgrading of their manufacturing model, achieving product innovation, expanding overseas markets and improving the effi ciency of logistics fulfillment. In view of the realistic difficulties in the development process of cross-border e-commerce empowering industrial belts, such as prominent homogeneity competition, insufficient operation capacity of industrial belt entities, weak coordination between cross-border e-commerce and industrial belts, and lack of compound talent, feasible realization paths are proposed. This paper proposes the following implementation pathways: advancing the digital transformation of industrial belt enterprises and accelerating product innovation; enhancing the cross-border e-commerce operational capabilities of industrial belt enterprises; improving the service ecosystem for cross-border e-commerce industrial belts; and establishing a sound mechanism for talent cultivation and supply-demand adjustment. These eff orts aim to provide theoretical references for empowering industrial belt development through cross-border e-commerce.
