The system dilemma and path reconstruction of floating children from the perspective of educational financial resilience
摘要: 新型城镇化背景下,流动儿童教育经费配置面临深刻的制度韧性困境,人口大规模流动的动态性与教育财政制度刚性之间的结构性矛盾日益凸显,形成资源配置效率滞后于现实需求的治理悖论。本文突破传统财政充足性研究的静态分析范式,构建结构-过程-功能三维韧性分析框架,通过政策文本量化、实地访谈语料分析发现:央地财政责任梯度转移的制度时滞、转移支付动态响应机制的敏捷性缺失、多元筹资渠道的社会协同不足,共同构成教育财政系统适应性衰退的核心症结。研究提出构建流动性财政基准、创新财政应急响应机制、完善可携带经费制度的系统性解决方案,在理论层面揭示制度惯性对财政适应能力的侵蚀机制,在方法论上建立教育财政韧性评估的动态分析模型。研究结论不仅为破解“钱随人走”制度困境提供新的分析视角,更推动教育财政研究从静态资源充足性探讨向动态系统适应性建构的范式转型,对完善人口流动背景下的教育治理现代化具有重要理论价值与实践启示。
Abstract: Under the background of new urbanization, the allocation of education funds for floating children is faced with a profound institutional resilience dilemma, and the structural contradiction between the dynamics of large-scale population flow and the rigidity of the education financial system is increasingly prominent, forming a governance paradox that the efficiency of resource allocation lags behind the actual demand. This paper break through the static analysis paradigm of traditional financial adequacy research, build structure-process-function 3 d toughness analysis framework, through the policy text quantitative interpretation, field interview corpus analysis found: central system of financial responsibility gradient transfer delay, agility of transfer payment dynamic response mechanism, multiple financing channels of social coordination, together constitute the core of education financial system adaptive decline. It studies and puts forward the systematic solution of constructing the liquidity financial benchmark, innovating the financial emergency response mechanism, improving the portable fund system, reveals the erosion mechanism of the institutional inertia on the financial adaptability at the theoretical level, and establishes the dynamic analysis model of the evaluation of financial resilience in education in the methodology. The research conclusion not only provides a new analytical perspective for solving the system dilemma of "money follows people", but also promotes the transformation of education finance research from static resource adequacy discussion to the paradigm of dynamic system adaptability construction, which has important theoretical value and practical enlightenment for improving the modernization of education governance under the background of population flow.
