系统观念视域下健全全面从严治党体系论析

摘要: 系统观念是马克思主义的重要认识论和方法论，是“六个必须坚持”之一，也是健全全面从严治党体系必须坚持的科学思维方法之一。在系统观念视域下，全面从严治党体系作为内涵丰富、功能完备、科学规范、运行高效的动态系统，必须以维护党中央权威和集中统一领导为前提，具备整体性、动态性、层次性和开放性。同时当前在认知层面、完善层面和执行层面都存在着制约健全全面从严治党体系的因素。运用系统观念，健全全面从严治党体系应当明确目标、把握发展规律和引导发展态势、推进“四全”建设、强化制度和人才队伍建设、处理好一系列重大关系、以重点突破带动平衡发展、建立科学系统的评价体系。

Abstract: The concept of system is an important epistemology and methodology of Marxism, one of the "six must adhere to", and also one of the scientific thinking methods that must be adhered to to improve the comprehensive and strict Party governance system. From the perspective of system concept, as a dynamic system with rich connotation, complete functions, scientific norms and efficient operation, the system of comprehensively and strictly governing the Party must be integrated, dynamic, hierarchical and open on the premise of safeguarding the authority and centralized and unified leadership of the Party Central Committee. At the same time, at the cognitive level, the improvement level and the implementation level, there are constraints to improve the comprehensive and strict party governance system. Using the system concept, improving the comprehensive and strict Party governance system should clarify the goal, grasp the law of development and guide the development trend, promote the construction of the "four rights", strengthen the construction of the system and talent team, handle a series of major relationships, promote balanced development with key breakthroughs, and establish a scientific and systematic evaluation system.
