走向共同体：外卖骑手融入城市基层治理的实践逻辑

摘要: 基层社会治理共同体是推进国家治理体系和治理能力现代化的重要载体。推动外卖骑手群体融入进入城市基层治理共同体的构建，可以进一步拓展新时代我国基层治理实践的建设空间。本研究通过在上海市和浙江省十余个街镇的扎根研究发现，外卖骑手融入城市基层治理的实践逻辑在于：多元协同共治的共同体治理主体，运用广泛立体联动的共同体治理路径，并通过六位一体的共同体治理完善措施，改进治理路径运行中所形成的离心脱嵌偏差的治理困境，达成外源内生共同发展的共同体治理目标。研究结果启示，以共同体的视角理解外卖骑手融入城市基层治理的实践逻辑，能够为我国当代的城市基层治理研究提供启示性的思考。

Abstract: The grassroots social governance community is an important carrier for promoting the modernization of the national governance system and governance capacity. Promoting the integration of take-away rider groups in the construction of urban grassroots governance communities can further expand the construction space of grassroots governance practices in China in the new era. This study, through the rooted research in more than ten cities in Shanghai and Zhejiang Province, finds that the practical logic of integrating takeaway riders into urban grassroots governance lies in the following: The community governance subject of pluralistic synergistic governance, the use of a wide range of three-dimensional linkage of the community governance path, and through the six-in-one community governance improvement measures, the improvement of the centrifugal dislocation of the deviation formed in the operation of the governance path, and the achievement of the community governance goal of joint development of the exogenous and endogenous sources. The results of the study show that with the community governance as a whole, it is possible to achieve the goal of common development. The results of the study show that understanding the practical logic of integrating take-away riders into urban grassroots governance from the perspective of the community can provide inspiring thoughts for contemporary urban grassroots governance research in China.
