新型生产关系的建构基础、生成逻辑与实现路径——基于政治经济学的视角

摘要: 发展新质生产力要求构建新型生产关系与之相适应。新质生产力是以创新为显著特点，基于科技创新、教育发展与人才驱动良性循环的生产力质态。不断提升知识型劳动者在社会生产过程中的地位和作用，成为构建新型生产关系的应有之义。劳动力资本即劳动者掌握和占有的生产经验、知识和技能，借助劳动者对劳动力资本的所有权以重塑社会权力结构进而改变价值分配份额，成为构建新型生产关系的逻辑进路。对劳动能力的实际占有即社会权力的现实建构，它规定了作为经济事实的劳动力所有制关系；对劳动能力的合法化承认即为经济权利的确证，它是劳动力所有权的经济实现。在劳动力资本化语境下，劳动力所有权的理论内涵必然要突破劳动力商品的价值边界，扩展至对部分剩余价值的合法占有。以劳动力所有权全面实现为特征的和谐劳动关系，正是构建新型生产关系的实现路径。和谐劳动关系与科技创新实现相互促进，不断再生产出新质生产力与新型生产关系的正反馈循环秩序。

Abstract: The development of new-quality productive forces necessitates the establishment of corresponding new production relations. New-quality productive forces, characterized by innovation and rooted in a virtuous cycle of scientific-technological advancement, educational development, and talent-driven growth, represent a qualitative leap in productive capabilities. Central to constructing such relations is the imperative to elevate the status and functional role of knowledge-based workers in social production. Labor capital, defined as the productive experience, knowledge, and skills embodied and exclusively owned by workers, reshapes social power structures by leveraging workers’ property rights over their labor capital, thereby altering value distribution shares. This constitutes the logical pathway for constructing new production relations. The actual possession of labor capacity constitutes the practical construction of social power, which defines the relations of labor capacity ownership as an economic fact. The legal recognition of labor capacity serves as the affirmation of economic rights, representing the economic realization of labor capacity ownership. Under the framework of labor capitalization, the theoretical connotation of labor ownership must transcend the value boundaries of labor-as-commodity to encompass the legitimate appropriation of a portion of surplus value. Harmonized labor relations, marked by the comprehensive realization of labor ownership, emerge as the operational pathway for establishing new production relations. Such relations and scientific-technological innovation mutually reinforce each other, continuously reproducing a positive feedback loop that sustains the dialectical unity of new-quality productive forces and new production relations.
