考虑TOE理论框架的黄河流域生态保护和高质量发展有效性驱动路径研究

摘要: 摘  要：黄河流域作为我国重要的生态廊道和经济社会发展区域，其生态保护和高质量发展问题上升为国家重要战略。为了实现黄河流域生态保护和高质量发展有效性，在理解黄河流域生态保护和高质量发展战略内涵的基础上，基于TOE理论框架构建黄河流域生态保护和高质量发展有效性的评价指标体系，运用规格法和熵权法对2021年黄河流域67个地级市生态保护和高质量发展有效性进行测度。本文结合NCA方法、QCA集合分析方法，基于组态视角从技术、组织、环境多方联动的总体出发，系统分析黄河流域生态保护和高质量发展有效性实现的复杂因果关系和驱动路径。研究结果表明：（1）单个前因条件并非是黄河流域生态保护和高质量发展有效性实现的必要条件，但是高技术创新驱动条件对于实现黄河流域生态保护和高质量发展有效性发挥着重要保障作用，分析发现高水平的技术创新驱动为生态保护、经济发展和社会进步提供了技术支持，在实现高水平的黄河流域生态保护和高质量发展有效性过程中发挥了积极作用。（2）政策机制调控、技术创新驱动、区域协调发展、黄河文化交流、促进人水和谐和扩大对外开放条件“多因并发”，形成了驱动黄河流域生态保护和高质量发展有效性实现的4条组态路径，4条组态路径分别为文化引领型创新驱动、政策助推下开放型创新驱动、生态发展并重型创新驱动、生态优先的开放型创新驱动，呈现出黄河流域生态保护和高质量发展有效性实现的多元路径和复杂机制。（3）本文发现了3条会导致非高水平的黄河流域生态保护和高质量发展的组态路径，与高水平结果的驱动路径存在非对称关系。分析发现，黄河流域不同城市间存在本质差异，不同路径组合将有助于不同城市实现生态保护和高质量发展有效性，为黄河流域各地级市政府研究制定发展策略、确定未来工作方向提供借鉴。

Abstract: Abstract: As an important ecological corridor and economic and social development area in China, the Yellow River Basin’s ecological protection and high-quality development are important national strategies. In order to realize the effectiveness of ecological protection and high-quality development in the Yellow River Basin, this paper takes 67 prefecture-level cities in the Yellow River Basin as research cases, constructs an evaluation index system for the effectiveness of ecological protection and high-quality development in the Yellow River Basin based on TOE theoretical framework , and uses the specification method and entropy weight method for measurement analysis. Based on the NCA method and QCA set analysis method, this paper systematically analyzes the complex causal relationship and driving path of the effective realization of ecological protection and high-quality development in the Yellow River Basin from the perspective of technology, organization and environment from the perspective of configuration. The results show that: (1) The single antecedent condition is not a necessary condition for the realization of the effectiveness of ecological protection and high-quality development in the Yellow River Basin, but the high innovation driving condition plays an important role in ensuring the realization of the effectiveness of ecological protection and high-quality development in the Yellow River Basin. (2) Policy mechanism regulation, technological innovation drive, regional coordinated development, cultural exchange of the Yellow River, promotion of human-water harmony and expansion of opening-up conditions are ’ multi-cause concurrent ’, forming four configuration paths to drive the effectiveness of ecological protection and high-quality development in the Yellow River Basin. The four configuration paths are culture-led innovation drive, policy-driven open innovation drive, ecological development and heavy innovation drive, and ecological priority open innovation drive, showing multiple paths and complex mechanisms for the effectiveness of ecological protection and high-quality development in the Yellow River Basin. (3) There are three driving paths to achieve non-high-level ecological protection and high-quality development effectiveness in the Yellow River Basin, and there is an asymmetric relationship with the driving path of high-level results. The conclusions of this study will help the Yellow River Basin achieve ecological protection and high-quality development effectiveness, and provide reference for the local governments of the Yellow River basin to formulate development strategies and determine the future direction of work.
