新时代区域协调发展的新态势、新问题与推进路径

摘要: 我国区域协调发展的演进历程可以分为四个阶段：改革开放前，公平导向的区域低水平均衡发展阶段（1949—1977年）；改革开放后，增长极导向的区域非均衡发展阶段（1978—1999年）；21世纪以来，全局统筹导向的区域协调发展阶段（2000—2011年）；党的十八大以来，多元导向的区域高质量协调发展阶段（2012年至今）。进入新时代，区域协调发展呈现新的内涵、新的发展态势，也出现一些新的问题。宜从顶层设计层面，统筹协调推进区域发展总体战略；从政策实施层面，构建系统完备的区域政策体系；从制度保障层面，健全区域协调发展新机制；从驱动力层面，以全国统一大市场建设助力区域协调发展。

Abstract: The evolution process of regional coordinated development in China can be divided into four stages: before the reformand opening up, the stage of low-level balanced development guided by fairness in the region（1949—1977）；After the reformand opening up, the stage of regional unbalanced development guided by growth poles（1978—1999）；Since the 21st century, thestage of regional coordinated development guided by global coordination（2000—2011）；Since the 18th National Congress of theCommunist Party of China, there has been a stage of high-quality coordinated regional development with a diversified orientation（from 2012 to present）。 Entering a new era, regional coordinated development presents new connotations, new developmenttrends, and also presents some new problems. It is advisable to coordinate and promote the overall regional development strategyfrom the top-level design level; Building a comprehensive regional policy system from the perspective of policy implementation;From the perspective of institutional guarantees, establish a new mechanism for regional coordinated development; From theperspective of driving force, we will use the construction of a unified national market to assist regional coordinated development.
