低碳城市建设对城市经济增长的影响——基于 277 个城市的面板数据

摘要: 本文运用双重差分模型针对2000—2021年中国255个地级及以上城市的面板数据，进行低碳城市试点政策对城市经济增长的影响评估，通过平行趋势检验与安慰剂检验，表现出良好的政策唯一性特征，并进一步分析其中的作用机制和异质性特征。研究发现：低碳城市试点政策能够促进城市经济增长，从分区位来看，东部城市的低碳城市试点政策效应明显高于中西部城市，黄河流域城市受政策影响获得的经济效益要高于非黄河流域城市，从分政策执行批次来看，第一批试点的回归系数最大，其次是第三批次，最后是第二批次，这种正向推动作用主要通过产业结构优化路径实现。

Abstract: Using the difference-in-differences model, this paper evaluates the impact of the low-carbon city pilot policy on urban economic growth based on panel data from 255 cities at the prefecture level and above in China from 2000 to 2021. Through the parallel trend test and placebo test, it demonstrates the unique characteristics of the policy and further analyzes its mechanism of action and heterogeneous features. The research shows that the low-carbon city pilot policy can promote urban economic growth. From a regional perspective, the eff ect of the low-carbon city pilot policy in eastern cities is signifi cantly higher than that in central and western cities. Cities in the Yellow River Basin gain greater economic benefits from the policy than those not located in the Yellow River Basin. In terms of policy implementation batches, the regression coeffi cient of the fi rst batch is the largest, followed by the third batch, and fi nally, the second batch. This positive driving force is primarily achieved through the path of industrial structure optimization.
