共同富裕进程中的大众慈善： 现实基础、互动逻辑与实现路径

摘要: 大众慈善是现代慈善事业发展的重要特征，是扩大慈善资金规模、促进第三 次分配、助力共同富裕目标实现的必由之路。最近30多年，中国慈善事业逐渐恢复并持续 发展，为社会进步作出了重要贡献。值得重视的是，近年来越来越多的普通民众积极参与 慈善活动，呈现出大众慈善兴起发展的明显趋势。中国政府始终以共同富裕为治理目标并 展开相应实践，对大众慈善兴起起到促进作用；在此过程中，人民生活水平提高、政策环境 逐步优化以及社会文化进步等为大众慈善的兴起奠定了现实基础。共同富裕与大众慈善 发展之间存在良性互动关系。一方面，富裕程度提高能够奠定大众慈善发展的物质基础， 共享理念普及能够弘扬大众慈善文化；另一方面，大众慈善的发展有益于优化收入分配格 局，助推共同富裕目标的实现。在共同富裕的进程中要顺应时代发展的要求，持续推动大 众慈善发展。为此，要在坚持市场机制发挥资源配置决定性作用、促进经济持续增长的基 础上，积极发挥政府对慈善事业的引导作用，通过创新慈善激励机制、提高慈善资源效能、 培育慈善参与文化、实现慈善智慧赋能，为大众慈善发展创造更好的环境。

Abstract: Mass charity is an important characteristic of the development of modern philanthropy. It is the inevitable course to expand the scale of charity funds, promote the tertiary distribution, and help the realization of the goal of common prosperity. In the past 30 years, the philanthropy in China has experienced recovery and sustained development, making important contributions to social progress. Notably, there has been a discernible surge in the active participation of ordinary citizens in charitable endeavors in recent years, indicative of a pro nounced upswing in the trajectory of mass charity. The Chinese government has consistently pursued the goal of common prosperity in governance and implemented corresponding practices, playing a facilitating role in the rise of mass philanthropy. In this process, the improvement of people’s living standards, the gradual optimiza tion of policy environments, and the progress of social culture have laid a realistic foundation for the rise of mass charity. There is a positive interactive relationship between common prosperity and the development of mass charity. On the one hand, an increase in affluence provides the material foundation for mass philanthropy, while the popularization of the ideology of common prosperity can promote the culture of mass philanthropy. On the other hand, the development of mass charity is helpful to optimize the pattern of income distribution and promote the realization of the goal of common prosperity. In the process of common prosperity, it is imperative to align with the requirements of societal development and continuously promote the development of mass phi lanthropy. Therefore, it is necessary to adhere to the decisive role of market mechanisms in resource allocation and promote sustained economic growth, actively guide philanthropy through governmental intervention. It is also necessary to innovate charitable incentive mechanisms, improve the efficiency of charitable resources, cul tivate a culture of charitable participation, and achieve the empowerment of charitable wisdom, in order to cre ate a better environment for the development of mass charity.
