天津国际消费中心城市建设的竞争力评价——基于首批国际消费中心试点城市的对比分析

摘要: 2021 年 7 月 19 日，经国务院批准，我国在北京、上海、广州、天津、重庆五座城市率先开展国际消费中心城市培育建设。天津作为首批国际消费中心试点城市之一，应抓住机遇，加速形成“一带九轴九商圈”总体格局，实现建设“消费之都”的目标。以党的二十大精神为指引，本文针对首批国际消费中心试点城市建立科学完善的综合评价体系，从聚集能力、配置能力、引领能力和政策支持四方面对五座首批国际消费中心试点城市进行综合比较，分析天津建设国际消费中心城市的优势与不足，并提出天津建设国际消费中心城市的建议，以供参考。

Abstract: On July 19, 2021, with the approval of the State Council of the People’s Republic of China, China implemented the cultivation and establishment tasks of the fi rst group of international consumption centers in Beijing, Shanghai, Guangzhou, Tianjin and Chongqing. As one of the cities taking the responsibility of building an international consumption center, Tianjin should seize the opportunity to accelerate the formation of an overall development pattern featuring one belt, nine axes, and nine business districts and achieve the goal of building a consumption hub. Following the guiding principle of the 20th National Congress of the Communist Party of China, this article seeks to establish a scientifi c and comprehensive evaluation system for the fi rst group of international consumption centers. These five pilot cities are comprehensively analyzed from four aspects: aggregation capacity, allocation ability, leading role, and supportive policies. The advantages and disadvantages of Tianjin in building an international consumption center are analyzed, and suggestions are put forward for Tianjin to establish it into an international consumption center.
