西安都市圈经济发展与基本公共服务耦合协调关系研究

摘要: 本文通过研究经济发展与基本公共服务的耦合协调互动关系，推动区域高质量发展，进而满足人民群众日益增长的美好生活需要。文章以“西安都市圈”为研究区，运用熵值法、综合指数模型及耦合协调度模型，对2012—2021年两系统的综合水平和耦合协调关系进行测量和时空特征分析。研究表明：(1)经济发展与基本公共服务综合水平均呈上升趋势，但两者不完全同步；(2)经济发展与基本公共服务相互配合程度虽不断加深，但耦合协调等级没有发生质的改变，始终处于磨合阶段，呈现“中心(西安)-外围(咸阳、渭南和铜川)”断崖式不协调空间格局；(3)低值区(铜川)和中间值(咸阳、渭南)的耦合协调呈逐年上升趋势，且城市间差距逐年缩小，但与高值区(西安)形成严重的两极分化现象。因此，西安需发挥中心城市的优势，优化双系统协调关系，缩小城市间发展差距，进而实现 “西安都市圈”综合协调等级发生质变，促进区域高质量发展，实现共同富裕。

Abstract: This article aims to support high-quality development in regions and meet the growing needs of a better life for the general public by studying the coupling coordination relationship between economic development and basic public services. Taking the Xi’an metropolitan area as the research focus, this article uses entropy method, comprehensive index model, and coupling coordination degree model to measure the comprehensive level and coupling coordination relationship between the two factors from 2012 to 2021, and analyze their spatiotemporal characteristics. The research results indicate that both economic development and the comprehensive level of basic public services are showing a fl uctuating upward trend but the development of the two factors is not completely synchronized. The degree of mutual cooperation between economic development and basic public services sees a continuous growth but the level of coupling coordination has not undergone a qualitative change. It is still in the stage of adjustment, presenting a cliff -shape spatial pattern with Xi’an being the center and Xianyang, Weinan, and Tongchuan following behind. The coupling coordination between low value areas (Tongchuan) and intermediate values (Xianyang, Weinan) shows an upward trend year by year and the gap between cities is narrowing year by year. However, it has formed a serious polarization with the high value area (Xi’an). Therefore, it is necessary for Xi’an to leverage its advantages as a central city, optimize the coordination relationship between the two factors, narrow the development gap between cities, and achieve a qualitative change in the comprehensive coordination level of the Xi’an metropolitan area, in order to promote high-quality regional development and achieve common prosperity.
