组织执行的技术：公共服务数字化转型中的技术演进逻辑及其运行机制

摘要: 现有“技术—组织”视角的政府技术采纳与应用研究在宏观层面主要聚焦技术属性与整体组织结构以及组织中的官员个体等变量关系，以及在中观层面关注面板数据分析，缺少对块上政府之间的关系与社会互动塑造的条上政府技术采纳与应用的动态演进的关照。基于委托-代理理论的多重委托关系下的不同权力配置的政府激励机制和行动逻辑，结合执行技术的动态演进过程，基于N市“互联网+不动产登记+…”改革案例，将政府细分为条块政府，构建“政治-技术-组织-社会”分析框架，对条上政府技术采纳和应用与公共服务数字化转型之间的关系进行具体案例分析，以弥补已有研究中对块上政府关系与社会互动塑造的条上政府技术采纳与应用的动态演进的透视。案例研究表明，多重委托-代理关系的不同条块政府的角色及其激励差异，对政府技术采用行为产生重要影响。在公共服务数字化转型中，块块政府之间的政治合法性需求与社会诉求之间形成的政治势能是关键，决定了条条政府的合作竞争，并推动政府技术采纳与应用的实际效果，而技术只是作为一种工具性辅助变量。由此形成了组织与技术之间，客观技术与技术执行相互转换的内在逻辑和运行机制。

Abstract: Existing studies on the adoption and application of government technology from the perspective of "technology-organization" mainly focus on the relationship between technology attributes, overall organizational structure and individual officials in organizations at the macro level, and focus on panel data analysis at the mesolevel, lacking attention to the dynamic evolution of the adoption and application of government technology on the block, which is shaped by the relationship between governments and social interaction. Combined with the dynamic evolution process of execution technology, based on the "Internet + real estate registration +..." Reform cases: subdivide the government into block governments, construct a "political-technology-organization-society" analysis framework, and conduct a specific case analysis on the relationship between the adoption and application of on-block government technologies and the digital transformation of public services, so as to make up for the perspective of the dynamic evolution of on-block government technology adoption and application shaped by on-block government relations and social interactions in existing studies. The case study shows that in the digital transformation of public services, the political potential energy formed between the political legitimacy needs and social demands among governments is the key, which determines the cooperation and competition among governments and promotes the actual effect of the adoption and application of government technology, while technology is only an instrumental auxiliary variable. Thus, the internal logic and operation mechanism of mutual transformation between organization and technology, objective technology and technology execution are formed.
