公正转型的地理学研究进展与展望

Research Progress and Future Agendas on Just Transitions in Geography

摘要: 为推动贯彻《巴黎协定》,实现“双碳目标”,中国需摆脱石化能源依赖,构建可持续的生产、生活和能源消费方式。可持续转型是指新旧技术体制的替代过程,但这一过程不可避免引发社会不公正问题。如何实现区域公正转型已成为当前经济地理学一个重要议题。本文聚焦公正转型研究,通过文献计量分析,探究该议题地理学研究的背景基础、关注热点与知识特征,并对未来研究进行展望。研究发现:①公正转型的地理学研究始于本世纪初学者对西方老工业区(资源型地区)社会-技术转型问题的关注:即这些地区为解决环境问题,推广绿色技术与产业转型,由此产生传统工人失业、贫困等社会问题;②公正转型尚未形成统一的概念定义、理论构建与实证观点。地理学因介入较晚,相关研究仍处公正转型主流学术圈的边缘,但 “地方”、“尺度”和“时空语境”等地理视角和概念开始逐步被认可;③公正转型的理论话语体系由西方发达国家构建并主导,但中国是当前全球最大的转型推动者和城市/区域试点者,公正转型地理学具有广阔的实证和理论再构建空间。本文认为:中国地理学者应抓住历史机遇,关注诸如共同富裕、生态文明建设下的地方转型实例;特别关注边缘和弱势地区(如老工业区、资源型城市和生态脆弱区等)转型及其社会公正问题,将公正转型研究视为当前与未来区域发展不平等性研究的重要议题。

Abstract: Abstract:To promote the implementation of the Paris Agreement and achieve the "Dual Carbon Goals," China aims to develop sustainability transitions on production, lifestyle, and consumption, shifting away from its current socio-technical system reliant on petrochemical energy. The sustainability transition involves replacing outdated technological systems with new ones. However, this process inevitably triggers negative social consequences and significantly exacerbate social injustice and inequality. Therefore, the challenge of achieving a “spatially just transition” has become a key issue in economic geography. This paper examines international (English speaking) studies on just transitions, exploring the background, themes, and characteristics of geographical research through a bibliometric analysis. The study finds that: ① Research on just transitions is characterized by a strong geographical emphasis. It originated in the early 21st century from traditional Western industrial and resource-based regions, where the introduction of green technologies aimed at industrial transformation addressed environmental challenges but also resulted in significant social injustices; ②The concept of a just transition currently lacks a unified definition, theoretical framework, and empirical perspectives. Geography has engaged with this topic relatively late and remains on the periphery of mainstream just transition research, although geographic concepts such as “place,” “scale,” and “spatio-temporal context” are gradually gaining recognition; ③The theoretical discourse on just transitions has been primarily shaped and led by developed Western countries. However, China, as the world’s largest driver of sustainability transition and a leader in urban and regional transition pilot projects, holds substantial potential as a fertile ground for empirical studies and theoretical development. We contend that Chinese geographers should seize this historical opportunity to focus on local transition practices within the framework of common prosperity and ecological civilization. Greater attention should be paid toward transition practices and related social discourse in China’s peripheral or underserved areas, including old industrial regions, resource-based cities, and ecologically fragile zones, among others. Just transitions should be considered a critical lens for studying and understanding regional development inequality both in the present and the future.
