破立并举与建章立制：1939—1942年中国共产党宣传工作的调整与革新

摘要: 为适应全面抗战爆发后政治形势的剧烈变化，中国共产党在1939年至1942年间对宣传工作进行了调整与革新。在此期间，中国共产党新建宣传机构，创办多份党报党刊，形成了由宣传部统一领导的宣传体系。中国共产党明确规定宣传工作的原则与纪律，要求全党上下高度重视宣传工作，确保宣传内容与党的路线方针政策相一致，明确党报的职责在于宣传党的政策与反映群众意见。中共中央聚焦与日军和与国民党的宣传战，分门别类制定了详细的宣传方针，并围绕《陕甘宁边区施政纲领》等策划主题宣传，努力传播中国共产党坚持抗战到底与追求民主政治的政党形象。中国共产党积极争取范长江、邹韬奋等一批党外宣传人才，通过多种途径培养党内的宣传干部。通过调整与革新，中国共产党的宣传能力得到增强，宣传工作取得显著成绩。中国共产党宣传工作的基本原则、宣传方法与工作机制，均在此期间走向成熟定型。

Abstract: In order to adapt to the dramatic changes in the political situation after the outbreak of the all-around war of resistance against Japan, the CPC adjusted and reformed the propaganda work between 1939 and 1942. During this period, the CPC established a new propaganda organization, established several party newspapers and journals, and formed a propaganda system under the unified leadership of the Propaganda Department. The CPC clearly stipulates the principles and disciplines of publicity work, requires the whole party to attach great importance to publicity work, ensure that the content of publicity is consistent with the party's line, principles and policies, and make it clear that the responsibility of the party newspaper is to publicize the party's policies and reflect the opinions of the masses. Focusing on the propaganda war with the Japanese army and the Kuomintang, the Central Committee of the Communist Party of China has formulated detailed propaganda policies in different categories, and planned propaganda around the "Shaanxi Gansu Ningxia Border Region Policy Guidelines" and other themes, striving to spread the image of the CPC as a party that adheres to the fight against Japan and pursues democracy. The CPC actively strives for a group of non party propaganda talents, such as Fan Changjiang and Zou Taofen, and cultivates propaganda cadres within the party through various ways. Through adjustment and innovation, the CPC's propaganda ability has been strengthened, and the propaganda work has made remarkable achievements. The basic principles, propaganda methods and working mechanism of the CPC's propaganda work have all become mature and stereotyped during this period.
