话语更新与传播重构——英联邦组织身份认同机制研究

国际传播走向深水区，中国的国际传播走向高质量发展的大背景下，如何充分、深度调用国际政府间组织的潜力，服务于非政府联盟框架的构建和组织间协作，是下个阶段国际传播全球布局的重要关切。“一带一路”倡议以及逐步发展的地区性经济联盟正在发挥着重要作用，然而此时，另外一个历史性的国际组织，“英联邦”自“一带一路”倡议提出后又开始了“重启”的模式。作为第二次世界大战后幸存的国际政府间组织，其内部联系日渐松散却从未解体，今天，在“文明互鉴”的视野下，其组织传播历史尤其是组织身份认同传播方面的经验值得高度关注和借鉴。本论文采用内容分析的研究方法，选取305篇英联邦官方网站上发布的组织新闻消息，考察其如何在组织话语中建构和传播组织身份认同属性和组织价值观。研究结果显示出组织身份认同属性呈现分层分布，中心属性（如活动、计划或项目）在组织叙述中最突出，其次是独特属性（如优势、与众不同的品质）和持久属性（如组织品质的连续性、通过时间的考验）。在面对全球化提出的一些问题时，英联邦的框架在建构和加强组织身份认同等方面历经了大半个世纪的洗礼，为参与全球治理的中国实践和方法提供了启示，也提供了反思和超越的理论资源，同时也为面向国际组织的新闻传播学人才培养提供现实参考。

Abstract: As China’s international communication steps into the deep water zone, how to move towards high-quality development of international communication, as well as how to fully tap the potential of international intergovernmental organizations to help construct the non-governmental consortium and collaboration become top concerns. Since World War II, though the Commonwealth of Nations has continued to expand in size, the internal ties of the organizaiton have become increasingly loose with the decline of Britain’s status and influence within the organization. However, the Commonwealth did not vanish, but remained as the only intergovernmental organization that survived World War II. Using content analytic approach and guided by social identity theory (SIT), this study examines how the Commonwealth constructs and communicate the organizational identities and values in the daily news releases (N = 305; 153 before COVID-19 and 152 after COVID-19) on the main website. The results displayed a hierarchy of identity attributes, with the central attribute (i.e., activities, programs or projects) highlighted the most in the organizational narratives, followed by the distinguishing attribute (i.e., advantages or uniqueness) and the enduring attribute (i.e., continuity over time, or passing the test of time). Theoretical and practical implications were discussed.
