基层政府推动农村互助养老合作生产的动力机制研究 ——基于江西省新余市“党建+颐养之家”的案例分析

摘要: 供给主导型合作生产所可能产生的资源有限、供需结构失衡等问题使农村互助养老的制度化过程普遍陷入发展困境，而江西省新余市“党建+颐养之家”工作却突破了这一困境而保持健康成长。本文以新余市“党建+颐养之家”为案例，从作为常规生产者的基层政府视角，基于MOA模型构建“双重动机-变革机会-治理能力”的分析框架，研究基层政府推动农村互助养老合作生产的动力机制。本文认为，从需求导向到供给导向的变革机会，可以促使基层政府规避参与的消极动机向积极动机转化，同时为缺乏合作治理能力的基层政府增权赋能，推动养老服务合作生产的发生。而合作生产产生的良好服务绩效和预期之外的溢出效应，既可以补强基层政府的积极合作动机，也因提升村庄公共性水平而创设了第二重变革机会，进而形成正反馈效应而螺旋式推动养老服务合作生产的长效发展。

Abstract: The issues that may arise from government-led coproduction, such as resource limitations and imbalances in supply and demand structures, have led to widespread developmental difficulties in the institutionalization of rural mutual support for the aged.However, the "Party Building + Elderly Care Homes" initiative in Xinyu City, Jiangxi Province, has successfully overcome this predicament and continues to grow healthily. This article analyzes the Xinyu case from the perspective of grassroots governments, who act as regular producers, and constructs an analytical framework of "Dual Motivation - Change Opportunities - Governance Capacity" based on the MOA model to study the dynamic mechanisms that drive grassroots governments in promoting coproduction for rural mutual assistance elderly care. This study posits that the shift from demand-driven to supply-driven change opportunities can facilitate the transformation of grassroots governments' negative motivations for participation into positive ones, while also empowering those governments that lack cooperative governance capacity, thereby promoting the occurrence of coproduction in elderly care services. Furthermore, the positive service performance and unexpected spillover effects generated by coproduction can reinforce grassroots governments' positive motivations for collaboration. This enhancement of public welfare at the village level also creates a second layer of change opportunities, resulting in a positive feedback effect that spirally propels the long-term development of cooperative production in elderly care services.
