铸牢中华民族共同体意识的制度优势转化为治理效能的进展与调适

摘要: 铸牢中华民族共同体意识是促进民族团结进步的重要保障。新时代党和国家在铸牢中华民族共同体意识的制度优势向治理效能的转化过程中取得亮眼成绩，包括制度体系趋于完备规范、制度优势的社会认可度明显增强、民族事务与民族地区的治理效能得到新提升。但与此同时，在制度优势向治理效能转化的过程中也存在诸多问题，包括国内外环境复杂多变放大制度运行风险、制度执行主体的认识相对滞后迟缓、制度优势转化为治理效能的方式方法相对单一以及缺乏权威科学的评价标准等，为此还需要从增进制度自信、发展制度体系、提升主体制度素养、利用数字技术等方面出发，进一步推动制度优势更好转化为治理效能。

Abstract: Strengthening the sense of community of the Chinese nation is an important guarantee for promoting national unity and progress. In the process of transforming the institutional advantages of forging a sense of community for the Chinese nation into governance effectiveness in the new era, the Party and the state have achieved remarkable results, including a more complete and standardized institutional system, a significant increase in social recognition of institutional advantages, and a new improvement in the governance effectiveness of ethnic affairs and ethnic regions. However, at the same time, there are also many problems in the process of transforming institutional advantages into governance effectiveness, including the amplification of institutional operational risks in complex and changing domestic and international environments, the relatively lagging understanding of institutional execution subjects, the relatively single methods of transforming institutional advantages into governance effectiveness, and the lack of authoritative and scientific evaluation standards. Therefore, it is necessary to further promote the better transformation of institutional advantages into governance effectiveness from the aspects of enhancing institutional confidence, developing institutional systems, improving institutional literacy of subjects, and utilizing digital technology.
