农文旅融合发展的价值意蕴、现实困境与路径优化

摘要: 农文旅融合发展作为新时代乡村发展的重要引擎，是推进共同富裕与乡村振兴的关键，在经济、社会、文化和生态方面具有重要意义，但其在发展中仍面临一些困境：认知层面，各界对其内涵与重要性理解浅陋，理念难深入；质量方面，项目体系缺乏系统性与高品质，业态场景创新弱、体验差，效益评价体系缺位；制度方面，规划设计缺乏科学性，实施标准不一，监管与风控薄弱；协同层面，部门、行业及利益主体沟通协作不畅，资源配置碎片化。基于此，本文建议从理论、策略、制度、平台等方面着手进行路径优化，从而真正实现农文旅融合发展的内在价值，全面推进乡村振兴。

Abstract: The integration of agriculture, culture, and tourism, as an important engine for rural development in the new era, plays a key role in advancing common prosperity and rural revitalization. It holds signifi cant economic, social,cultural, and ecological importance. However, several challenges remain in its development. At the cognitive level, there is a superfi cial understanding across various sectors regarding its connotation and signifi cance, with the concept failing to be deeply ingrained. In terms of quality, project systems lack both systematic planning and high-quality execution, with weak innovation in business models, poor user experiences, and an absence of an eff ective evaluation system. At the institutional level, the planning and design often lack scientifi c rigor, implementation standards are inconsistent, and oversight and risk management remain weak. In terms of coordination, communication and collaboration among departments, industries, and stakeholders are ineffi cient, leading to fragmented resource allocation. To address these challenges, this paper suggests optimizing development pathways from theoretical, strategic, institutional, and platform perspectives, in order to fully realize the intrinsic value of agriculture-culture-tourism integration and comprehensively promote rural revitalization.
