新时代反情报实践的基本逻辑、实践路向与时代价值

摘要: 反渗透、防泄密和防策反是反情报工作的三个核心维度，它们共同构成了保护国家安全的重要防线。新时代，为全面推进中国式现代化、化解国家重大风险，着力实现情报治理体系和能力现代化，中央围绕贯彻落实总体国家安全观在各个领域、各条战线就反情报工作进行了周密的部署，体现出新时代反情报实践的国家安全逻辑。思想层面，紧紧围绕紧绷民众的国家安全之弦，中央部署展开了对党员干部和人民群众的反情报思想教育，构建专群结合的反渗透体系；制度层面，围绕党管保密这个根本原则，明确了党在反情报领域的领导地位，在此基础上以党内法规为依托构建出层级鲜明的防泄密制度体系；法治层面，以习近平法治思想为指导，不断健全反情报法律法规体系，用法治思维夯实防策反防线。新时代关于反情报的总体部署在国家安全实践中有着划时代的重大意义，一方面在战略思维和系统观念中锚定了反情报实践的新时代使命，另一方面在风险意识和忧患思虑中打开了反情报斗争的新时代格局，同时也在底线思维和斗争意识中开辟了反情报实践的新时代路径。

Abstract: Anti-infiltration, anti-leakage and anti-countermeasures are the three core dimensions of counterintelligence work, which together constitute an important line of defense to protect national security. In the new era, in order to comprehensively promote Chinese-style modernization, resolve major national risks, and strive to modernize the intelligence governance system and capabilities, the central government has made careful arrangements for counterintelligence work in all fields and on all fronts around the implementation of the overall national security concept, reflecting the national security logic of counterintelligence practice in the new era. At the ideological level, closely centering on the national security chord of the people, the central government has deployed and carried out counterintelligence ideological education for party members, cadres and the people, and built an anti-infiltration system that combines special forces and masses; At the institutional level, focusing on the fundamental principle of the Party’s management of secrecy, the Party’s leading position in the field of counterintelligence has been clarified, and on this basis, a well-defined anti-leakage system has been constructed based on internal Party laws and regulations. At the level of rule of law, guided by Xi Jinping Thought on the Rule of Law, we have continuously improved the system of counterintelligence laws and regulations, and used the rule of law thinking to consolidate the line of defense against countermeasures. On the one hand, it anchors the mission of counterintelligence practice in the new era in strategic thinking and system concept, on the other hand, it opens up a new era pattern of counterintelligence struggle in the sense of risk and worry, and at the same time, it also opens up a new era path of counterintelligence practice in the bottom-line thinking and struggle consciousness.
