因“融”而兴：科教融汇政策演进、内在逻辑及拓展进路

摘要: 面对世界百年未有之大变局与全球科技竞争新态势，科教融汇成为我国破解创新链梗阻、培育战略人才的核心路径。基于政策演进视角，系统梳理新中国成立以来科教融汇“体制分离一互动结合一系统整合一战略融汇”的螺旋式发展历程，揭示其“需求牵引一制度创新一系统协同一生态重构”的内在逻辑。研究发现，国家战略层面的统筹规划与动态适配需求是政策选代的根本动力，制度创新与数字赋能是破除体制壁垒的关键抓手，分层分类推进策略是资源高效配置的核心经验。在以中国式现代化全面推进强国建设、民族复兴伟业的关键时期，面向教育强国建设目标，提出深化“三位一体”战略布局、强化数字赋能、完善制度供给、推进高水平开放、厚植创新文化等拓展进路，为构建“教育一科技一产业”创新生态提供理论支撑与实践范式，彰显中国特色社会主义制度“集中力量办大事”的治理优势。

Abstract: Facing the unprecedented changes in the world and the new situation of global scientific and technological competition, the integration of science and education has become the core path for China to break the obstruction of innovation chain and cultivate strategic talents. Based on the perspective of policy evolution, this paper systematically combs the spiral development process of science and education integration since the founding of New China, which is "system separation-interactive combination-system integration-strategic integration", and reveals its internal logic of "demand-dragging-system innovation-system synergy-ecological reconstruction". It is found that overall planning and dynamic adaptation of demand at the national strategic level are the fundamental driving force for policy selection, institutional innovation and digital empowerment are the key to breaking down institutional barriers, and hierarchical and classified promotion strategies are the core experience for efficient allocation of resources. In the critical period of promoting the construction of a strong country and the great cause of national rejuvenation in an all-round way with Chinese-style modernization, facing the goal of building a strong educational country, this paper puts forward such expanding approaches as deepening the strategic layout of the "trinity", strengthening digital empowerment, improving system supply, promoting high-level openness, and cultivating innovative culture, so as to provide a theoretical basis for the construction of the "education-science and technology-industry" innovation ecology. It highlights the governance advantages of the socialist system with Chinese characteristics of "concentrating on major events".
