政策生态要素驱动技能人才就业的典型模式与多元路径

How does the policy ecosystem for skilled talents promote employment?

摘要: 技能人才是指动手操作与知识经验相结合而形成的劳动者群体,西方语境下的“蓝领”大致符合这个定义,政策生态则是促进技能人才就业的重要驱动力。以中国31个省份的技能人才就业情况为案例,收集了各省的技能人才政策相关数据,结合经济基础与创新实力的区域差异,借助定性比较分析方法整合了政策生态系统的7个前因条件,探讨了促进技能人才就业的多重并发因素与复杂组态效应。研究结果表明:单一政策要素无法对技能人才就业产生绝对性影响,要素间需要合理搭配共同形成促进技能人才就业的组态路径。存在4种促进技能人才就业的政策生态模式,即价值驱动模式、技能适配模式、社会目标模式和产教融合模式。经济发达地区促进技能人才就业较为适用产教融合模式,经济欠发达地区促进技能人才就业则与技能适配模式更为匹配。研究结论拓展了技能人才政策生态系统的劳动就业视角,有助于深入理解技能人才就业的促进机制,为各地政府深入实施就业优先战略提供差异化与多元化的解决方案。

Abstract: The policy ecosystem for skilled talents is an important driving force for promoting skilled employment. The article takes the employment situation of skilled talents in China as a case study, collects policy data on skilled talents from 31 provinces in China, and combines the regional differences in economic foundation and innovation strength of each province. Using configuration thinking and qualitative comparative analysis methods, it integrates 7 antecedent conditions of the policy ecosystem and the policy ecosystem, and explores the multiple concurrent factors and complex causal mechanisms that promote the employment of skilled talents. Research has found that: (1) a single policy's internal or external ecological factors cannot effectively promote the employment of skilled talents, and a reasonable combination of factors is needed to jointly form a "formula" to promote skilled employment. (2) There are four policy ecological models to promote the employment of skilled talents, namely value driven model, skill adaptation model, social goal model, and industry education integration model. Among them, the skill adaptation model plays a more important role in promoting the employment of skilled talents compared to other models. (3) There are three types of policy ecological models that hinder the employment of skilled talents, and they are not opposed to the four types of models that generate high-level employment for skilled talents. (4) The article also explores the complementary and substitutive relationships between policy ecological factors and conditions. The research conclusion expands the employment perspective of the policy ecosystem for skilled talents, helps to deepen the understanding of the employment promotion mechanism for skilled talents, and provides theoretical reference and beneficial inspiration for the government to effectively promote the employment of skilled talents.
