Analysis of the Effectiveness of Intra-Party Regulations from a Normative Institutionalism Perspective
摘要: 作为中国共产党推进全面从严治党的长远之策、根本之策,党内法规的制度优势效能转化事关党长期执政和国家长治久安。但是在现实层面,党内法规的制度效能受到了一定程度的阻碍。规范制度主义围绕个体情境认知、角色意识和制度价值认同,从微观视角构建了分析制度效能问题的系统性理论框架:情境认知塑造制度效能预期目标、角色意识驱动制度效能规范执行、价值认同筑牢制度效能内生动力。借鉴规范制度主义的理论分析框架可知,党内法规制度效能在转化过程中,存在党员情境认知中的环境复杂性、信息不对称等误判因素;角色意识中的主体定位模糊、角色协调冲突以及角色期待难以实现等削弱因素;制度价值认同中的制度价值内化程度不高、践行成效欠佳等阻碍因素。因此,提升党内法规制度效能应从优化党内法规供给结构与解读机制、突破党内法规信息传递壁垒、完善党内法规执行责任、加强党内法规执行资源配置保障以及健全党内法规宣传教育体系与正向激励机制等方面着手,促进党内法规制度优势切实向治理效能转化,推进全面从严治党向纵深发展。
Abstract: As a long-term and fundamental strategy for the Communist Party of China to advance comprehensive strict governance over the Party, the effective transformation of institutional advantages inherent in intra-Party regulations bears crucial significance for the Party’s long-term governance and national stability. However, at the practical level, the institutional effectiveness of intra-Party regulations has encountered certain impediments. Normative institutionalism, centered on individual situational cognition, role consciousness, and institutional value identification, constructs a systematic theoretical framework from a micro-perspective to analyze institutional effectiveness issues: situational cognition shapes expectations of institutional effectiveness, role consciousness drives normative implementation of institutional effectiveness, and value identification consolidates endogenous motivation for institutional effectiveness. Drawing upon the analytical framework of normative institutionalism, this study reveals that the transformation of institutional effectiveness in intra-Party regulations faces three-dimensional challenges: misjudgment factors in members’ situational cognition, including environmental complexity and information asymmetry; weakening factors in the role consciousness such as ambiguous subject positioning, conflicting role coordination and unfulfilled role expectations; hindering factors in institutional value identification, characterized by insufficient internalization of institutional values and inadequate implementation effectiveness. Therefore, enhancing the institutional effectiveness of intra-Party regulations should focus on: optimizing the supply structure and interpretation mechanisms of intra-Party regulations; breaking down information transmission barriers; improving implementation accountability; strengthening resource allocation guarantees for enforcement; and perfecting the publicity-education system coupled with positive incentive mechanisms. These measures will facilitate the substantive transformation of institutional advantages into governance effectiveness, thereby advancing comprehensive strict governance over the Party to deeper levels.
