全过程人民民主视域下城市社区自主治理效能提升路径研究

摘要: 全过程人民民主作为新时代条件下保障基层民主的新型形态，为城市社区自主治理效能的提升提供了重要的理论指导和实践支撑。城市社区自主治理效能是由制度供给、群众参与和数字赋能三维度构成。但是当前存在制度供给不充足、群众参与不广泛、数字赋能不充分的主要问题。在全过程人民民主的视域下，以全过程人民民主提升城市社区自主治理效能存在着相辅相成、内在紧密的逻辑关系。基于此，从完善制度供给、保障民主权利、依托数字赋能这三个路径提升自主治理效能，为我国千万个城市社区开展自主治理、发展全过程人民民主提供有力的支撑。

Abstract: People’s democracy in the whole process, as a new form of guaranteeing grass-roots democracy in the new era, provides important theoretical guidance and practical support for the improvement of the effectiveness of urban community self-governance. The effectiveness of urban community self-governance is composed of three dimensions: institutional supply, mass participation and digital empowerment. However, at present, there are some main problems, such as inadequate system supply, inadequate participation of the masses and inadequate digital empowerment. From the perspective of the whole process of people’s democracy, there is a logical relationship between the whole process of people’s democracy and the promotion of the effectiveness of urban community self-governance. Based on this, we should improve the efficiency of self-governance by improving the system supply, guaranteeing democratic rights and relying on digital empowerment, so as to provide strong support for tens of millions of urban communities in China to carry out self-governance and develop people’s democracy in the whole process.
