报业控制与殖民宣传：汪伪的分级办报图谋（1941-1942）——基于对《报业旬刊》的考察

摘要: 为加强奴化宣传，配合殖民侵略，汪伪宣传部中央报业经理处于1941年10月推出《报业旬刊》，“革新”汉奸报业。分级办报是汪伪企图建立“代表国家”的“计划新闻”体制的重要抓手和殖民报业政策之一，有关分级办报的训令和讨论贯穿《报业旬刊》始终。汪伪中央报业经理处通过《报业旬刊》，纠集汉奸报人，妄图实行从汪伪中央、省到市、县区分四级办报，并提出差异化的反动新闻政策，严密管控报刊活动。本文通过分析《报业旬刊》，梳理1941年至1942年间汪伪分级办报主张的基本内容，总结汪伪推行报纸分级的实践情况和《报业旬刊》的反动研究特征，揭露汪伪分级办报的汉奸本质和殖民目的。

Abstract: In order to intensify the brainwashing propaganda and to cooperate with colonial aggression, the Central Press Management Office of the Wang Jingwei puppet regime's Propaganda Department launched the Press Weekly in October 1941 to “reform” the traitorous newspapers. Tiered newspaper management was an important means for the Wang Jingwei puppet regime to attempt to establish a “planned news” system representing the state and one of the colonial newspaper policies. The orders and discussions related to tiered newspaper management ran through the Press Weekly. Through the Press Weekly, the Central Press Management Office of the Wang Jingwei puppet regime gathered traitorous newspaper people and attempted to implement a four-tiered newspaper management system from the puppet central government to the puppet provinces, puppet cities, and puppet counties. It also proposed differentiated reactionary news policies to strictly control the activities of newspapers and periodicals. This paper analyzes the Press Weekly to sort out the basic content of the Wang Jingwei regime's claims on tiered newspaper management from 1941 to 1942. It summarizes the practical situation of the Wang Jingwei regime's implementation of newspaper tiering and the reactionary research characteristics of the Press Weekly and exposes the traitorous nature and colonial purpose of the Wang Jingwei regime's tiered newspaper management.
