深化生态文明体制改革：历史方位、内在要求与总体框架

摘要: 生态环境保护思想和政策的历史沿革表明，生态环境保护力度总是与经济社会发展的总体要求相结合，这为深入理解深化生态文明体制改革提供历史镜鉴。高质量发展与新一轮科技革命产业变革的历史交汇，使得生态文明体制改革、绿色低碳发展转型成为中国式现代化的内在要求，同时也成为推进人类命运共同体构建的重要举措。从深化生态文明体制改革的内在要求来看，既要打造加快绿色低碳发展转型的新质生产力系统，又要调整新型生产关系并为绿色低碳发展提供制度保障与机制活力。随着社会主义现代化建设不断推进，生态文明体制改革体现出生态领域与政治、经济、文化、社会融合发展协同治理的态势，需深入探析生态文明体制改革的总体框架，通过坚持党的全面领导、完善生态法律法规、激发全民共同参与来构建生态环境保护有机统一系统。

Abstract: The historical evolution of ecological environmental protection ideas and policies shows that the intensity of ecological environmental protection is always combined with the overall requirements of economic and social development, which provides a historical mirror for in-depth understanding and deepening the reform of ecological civilization system. The historical convergence of high-quality development and a new round of scientific and technological revolution and industrial transformation has made the reform of the ecological civilization system and the transformation of green and low-carbon development an inherent requirement of Chinese modernization, and has also become an important measure to promote the construction of a community with a shared future for mankind. From the perspective of the inherent requirements of deepening the reform of the ecological civilization system, it is necessary to build a new quality productivity system to accelerate the transformation of green and low-carbon development, and adjust the new production relations to provide institutional guarantee and institutional vitality for green and low-carbon development. With the continuous advancement of socialist modernization, the reform of the ecological civilization system reflects the trend of coordinated governance of the ecological field and the integration and development of politics, economy, culture and society. It is necessary to deeply explore the overall framework of the ecological civilization system reform, and build an organic unified system of ecological environmental protection by adhering to the overall leadership of the Party, improving ecological laws and regulations, and stimulating the participation of the whole people.
