Contract protection, institutional asylum and participation of maternity insurance
摘要: 生育保险是促进生育的重要政策工具。当前,生育保险面临的最紧迫问题是覆盖面过窄。本文基于2021年CSS数据,实证分析了劳动合同与单位类型对生育保险参保的影响。研究发现,合同保护效应是影响城镇就业者参加生育保险最重要的因素,各类劳动合同均可以大幅提高生育保险参保率。在全体城镇就业者中,存在体制庇护效应,公共部门的就业者无论是否签订劳动合同,生育保险的参保率均更高。然而,在正规就业者中,体制庇护效应消失,合同保护效应仍然显著。为扩大生育保险覆盖面,本文建议,重点关注个体工商户、民办非事业单位和无单位的城镇就业人员,加强劳动合同监督执法,加强对企业生育保险参保的监管,有针对性地提高生育保险待遇。
Abstract: Maternity insurance is an important policy tool to promote fertility. At present, the most urgent problem facing maternity insurance is the low coverage. Based on Chinese Social Survey data in 2021, this paper empirically analyzes the influence of labor contract and unit type on participation of maternity insurance. It is found that the contract protection effect is the most important factor affecting the participation of urban employees in maternity insurance, and all kinds of labor contracts can greatly improve the participation rate of maternity insurance. Among all urban employees, there is an institutional asylum effect, and the participation rate of maternity insurance is higher for public sector employees whether they sign labor contracts or not. However, among the regular employees, the institutional asylum effect disappears, and the contract protection effect is still significant. In order to expand the coverage of maternity insurance, this paper suggests focusing on individual industrial and commercial households, private non-public institutions and urban employees without employers, strengthening the supervision and enforcement of labor contracts, strengthening the supervision of enterprise’s maternity insurance participation, and improving maternity insurance benefits in a targeted manner.
