回顾与展望：两个规划带来的思考

摘要: 基于对规划的内涵与用途分析，以《“十四五”全国档案事业发展规划》 和《全国档案事业发展“十三五”规划纲要》为典型对象，从规划制订要素，文件主 旨、结构及语言，文本内容与措施等，对前后两个全国档案事业发展规划的执行推进、 目标实现和预期成效进行多维度对比。

Abstract: Based on the analysis of the connotation and function of Plan, taking the 14th and the 13th Five-Year plans for national archival development as the typical objects, this paper discusses the promote implementation, objective achievement and expected results of these two plans from plan#2;making elements, document theme, structure and language, as well as text content and measures in multiple dimensions.
