数据伦理视域下档案数据开放规范发展探析

摘要: 高效有序的档案数据开放，可以显著提升档案部门公共服务水平，推动社会发展与进步。以数据伦理为基 本视域，探讨数据伦理对档案数据开放的积极影响，即加强伦理引导、提升伦理约束、实现伦理控制。分析了当下档案 数据开放存在着数据质量参差不齐、数据不公持续扩大、安全风险日益突显、权益分配模糊不清的伦理问题，并提出需 要从优化数据伦理发展环境、做好数据伦理统筹协调、构建数据伦理配套机制、开展数据伦理权益立法方面寻求出路， 助益档案数据开放。

Abstract: Efficient and orderly opening of archives data can significantly improve the public service level of archives departments and promote social development and progress. Taking data ethics as the basic perspective, this paper discusses the positive impact of data ethics on archival data opening by strengthening ethical guidance, improving ethical constraints and realizing ethical control, and analyzes the ethical problems existing in archives data opening at present, such as uneven data quality, continuous expansion of data injustice, increasingly prominent security risks and unclear distribution of rights and interests. It also puts forward the need to seek a way out from optimizing the development environment of data ethics, doing a good job in the overall coordination of data ethics, constructing the supporting mechanism of data ethics, and carrying out the legislation of data ethics rights and interests, so as to help the opening of archival data.
