我国档案服务承包方筛选参考指标体系构建研究

摘要: 通过梳理我国档案服务行业相关法规、政策及标准，参考国际成熟文档管理服务行业规则及指南，依据经 济、效率、效益（3E）原则，初步构建了我国档案服务承包方筛选参考指标体系。该体系由准则层和指标层构成，准则层 包含服务价格、承包实力及服务实绩，指标层由 8个定性指标、32个定量指标构成。旨在为我国档案主管部门及发包方 监管、筛选档案服务承包方提供管理、选择的依据，提升档案服务质量，促进我国档案服务外包行业健康发展。

Abstract: By sorting out relevant laws, norms and standards of archival service industry in China, referring to the rules and guidelines of international mature information and records management service industry, and basing on the principle of economy, efficiency and benefit (3E), the archival service outsourcing contractors screening reference indictors system is preliminarily constructed. It is composed of the guidelines and indicator layers, and the guideline layer includes service prices, contractual strength and service performance. The indicator layer consists of 8 qualitative indicators, 32 quantitative indicators. The purpose of this paper is to provide the basis for the management and selection of the archival service contractors, improve the quality of the archival service and promote the healthy development of the archival service outsourcing industry in China.
