美国CUI项目对我国档案开放鉴定工作的启示

摘要: 开放鉴定是开放利用的关键工作环节。然而，目前我国的档案开放鉴定工作依然滞后于社会发展。文章通 过对美国国家档案与文件署（NARA）关于鉴定文件开放与否的重要项目——“受控非密”信息项目（CUI）的相关政 策文本和工作流程考察，发现该项目具有制度体系精细化、管理过程动态化、执行主体多元化等特点，受此启发提出我 国档案开放鉴定工作的新思路：完善细则，明确鉴定制度标准；与时俱进，动态调整鉴定工作；多方联动，健全鉴定组织 机构。

Abstract: The open appraisal of archives is a key link of the open utilization of archives. However, the open appraisal of archives in China still lags behind its social development. By studying an important project of National Archives and Records Administration (NARA) about whether to open the appraisal of files, namely the Controlled Unclassified Information (CUI) project, including the policy texts and work process, this article found that this project features a refined system, a dynamic management process, diversified entities of execution, etc. Inspired by this project, the author puts forward a new way of thinking about the open appraisal of archives in China: perfecting the rules and clarifying the appraisal standards; keeping pace with the times and adjusting the appraisal work dynamically; cooperating with multiple parties and improving the appraisal institutions.
