档案事业在地方政府“十四五”规划的纳入情况研究——基于 31个省份“十四五”规划的文本分析

摘要: 文章对 31个省级国民经济和社会发展“十四五”规划进行编码，考察“十四五”期间档案事业在“十四五” 规划中的纳入情况。研究发现地方“十四五”规划中，档案事业全面深度纳入公共文化服务，档案参与社会治理格局初 呈，档案纳入民生服务开始发力，档案纳入数字政府尚有空间，经济建设成为档案纳入新主题，个别省份以交流合作为 突破点，显示出档案事业多维融入、数字转型、资源赋能的发展走向。

Abstract: This paper investigates the archival undertakings included in the work plans during the 14th Five-Year Plan period for national economic and social development of 31 provinces by textual coding. The study has found that in these work plans, archival undertakings are fully and deeply integrated into public cultural services, the pattern of archives participating in social governance begins to form, archives start to be vigorously incorporated into services for people’s well-being, the inclusion of archives in digital government is insufficient, economic development becomes a new theme of the inclusion of archival undertakings, and certain provinces take exchange and cooperation as their way of making breakthroughs. These facts reveal the development trends of archival undertakings featuring multidimensional integration, digital transformation and resource empowerment.
