活动理论视域下档案智库建设的要素框架与实施策略

摘要: 档案智库建设既是打造中国特色新型智库格局的应然举措，也是顺应“十四五”时期档案事业发展任务的 必然要求。文章以活动理论为基础，构建档案智库建设的要素框架，并对各要素的具体内涵及相互作用关系进行阐释， 认为档案智库建设主体应彰显专业特色，通过与共同体分工合作，依靠全程管理规则和技术工具，生产高质量的档案成 果以满足多元客体需求。基于此，提出开展准备度评估、完善各类管理机制、强化大数据智能技术应用、构建合理评价 体系等档案智库建设实施策略。

Abstract: The development of archival think tank is not only a necessary measure to build a new-type think tank pattern with Chinese characteristics, but also an inevitable requirement to comply with the development task of archival undertakings during the 14th Five-year Plan period. Based on the activity theory, this paper constructs an element framework of archival think tank development, then illustrates the specific connotations and correlations of each element. It is suggested that the main body of archival think tank development should highlight its professional characteristics and produce high-quality archival results for the needs of multiple objects through whole-process management rules and technical tools via collaboration within the community. Based on the analysis, the paper puts forward the implementation strategies of archival think tank development, such as carrying out preparation evaluation, improving various management mechanisms, strengthening the application of big data and smart technologies and forming a reasonable evaluation system.
