档案数据安全治理模型构建及运行机理

摘要: 在数字全球化趋势下，档案数据流转与利用速度加快，传统安全管理方式无法满足档案数据发展新需求。数 字治理通过多元主体协同、数字技术应用等方式开辟了档案数据安全治理新路径。文章利用数字治理基本思维与方法构 建以目标层为统领、以档案数据生命周期为主脉络、以安全层为核心、以技术层为基底的档案数据安全治理模型架构，并分 析模型的运行机理。档案数据安全治理模型从数字治理角度出发，旨在实现档案数据全生命周期安全风险动态防控，为档 案数据安全利用提质增效。

Abstract: In the trend of digital globalization, the flow and utilization of archival data are accelerating, and traditional security management methods cannot meet the new needs of archival data development. Digital governance opens up new paths for archival data security management through multiple subject collaboration, digital technology application, and other methods. This article utilizes the basic thinking and methods of digital governance to construct an archival data security governance model architecture with the target layer as the lead, the archival data lifecycle as the main basis, the security layer as the core, and the technology layer as the foundation, while analyzing the functioning mechanism of the model. The archival data security governance model starts from the perspective of digital governance, aiming to achieve dynamic prevention and control of security risks throughout the entire lifecycle of archival data, and improve the quality and efficiency of archival data security utilization.
